Introduction to certification
CB system (IEC system for electrical product qualification test and certification) is an international system operated by IECEE. Certification bodies of IECEE member countries test the safety performance of electrical products based on IEC standards. The test results, namely CB test report and CB test certificate, are mutually recognized by each member of IECEE. The aim is to reduce the international trade barriers caused by the need to meet the certification or approval criteria of different countries. IECEE is the abbreviation of International Electrotechnical Commission (IEC) organization for testing and certification of electrical products.
CB Member States
CB system provides manufacturers with an easy way to obtain multinational safety certification for their products, so that their products can enter more than 60 countries, and the number will continue to grow, including

CB Report
CB report is a standardized report, which lists the requirements of relevant IEC standards in the form of an itemized list. The report shall reflect all test, test, verification, inspection and evaluation results required by the standard, and these results shall be clear and unambiguous. The report includes photos, country differences, terms and conditions, and product description. According to the rules of CB system, CB test certificate is valid only when it is provided with CB test report, CB is not marked.
Application process
1. For CB test certificate application, the following points should be noted:
a. The application for CB test certificate can be submitted by the applicant to any NCB that covers the scope of the product;
b. The applicant can be either a manufacturer or an entity authorized to represent the manufacturer;
c. The application may include one or more factories producing products in one or more countries.
d. Applicants / manufacturers / factories located in countries where there is no IECEE member body are required to pay an additional fee of CHF 150 per CB test certificate to compensate for the operating costs of the system, which will be charged by the NCB accepting the CB tests and will be credited to the IECEE account.
e. The applicant may require NCB to test the product according to the national differences of the country to which the product is sold.
2. In order to obtain the product certification of the target market, the manufacturer shall include the following procedures:
a. Submit an application to the NCB of the target country;
b. CB test certificate;
c. CB test report (may include country differences);
d. Provide product samples to NCB of target market when required;
The purpose of the sample request is to confirm that the product is consistent with the product tested by the original certification NCB and has covered national differences.
3. National differences
National differences refer to the differences between the standards or regulations of a country and the corresponding international standards. The national differences of all countries joining the CB system are submitted to the IECEE Secretariat and published in the CB bulletin.
