Compulsory certification product scope stipulated by Russian government
In 1996 and 1999, the State Customs Committee of the Russian Federation published twice the "list of commodities requiring compulsory certification for entry into the customs territory of the Russian Federation", mainly including food, household appliances, electronic products, light industrial products, cosmetics, furniture, toys, ceramics, etc. Compared with China's exports to Russia, most of the products exported from China to Russia belong to the scope of compulsory certification. The significance of foreign products passing compulsory certification of Russian standards
According to the Russian law, if the goods belong to the scope of compulsory certification, whether they are produced in Russia or imported, they should pass the certification according to the current safety regulations and obtain the Russian national standard certificate (gost certificate for short). There are two kinds of Russian national standard certificate: delivery batch certificate and batch production certificate. One is delivery batch certificate, which is valid for exporters only for one batch of products. Because Russia has not recognized China's laboratory, it can not be issued in China. The mass production certificate is very suitable for Chinese enterprises. Once it passes the factory inspection, it is allowed to sell products in Russia within the three-year validity period.
Single wholesale transport certificate
This kind of certificate is applicable to manufacturers who only export one batch of products to Russia. In order to apply for this certificate, it is not necessary to submit samples, but only need to submit documents and materials. This is the most economical certification method, but it is only suitable for the specific Russian customers of the buyer and the quantity of products is determined. That is to say, after the foreign manufacturers obtain the certificate, they need to submit documents and materials, This certificate cannot be used to sell the product to other customers.

One year certificate:
The use of this certificate is similar to the batch production certificate which is valid for three years, but the difference is that the validity period is one year. The application for this certificate has the following characteristics:

The certificate is issued by an organization recognized by gostandart. This certificate has nothing to do with the specific foreign trade contract. Once it has passed the certification, a copy of the certificate for each batch of products exported within the three-year validity period can be used as a valid proof to ensure that the products are sold in Russia. Together with the gost certificate, you can also get the use of the Russian national quality standard (gost) This kind of certificate has the following characteristics:

- factory inspection is required and inspectors come to the site to inspect the production process and take samples
- only valid for the products listed in the certificate, other products of the factory can not be used

If the export enterprise does not pass the Russian product certification, it is very inconvenient to apply for the certificate after the goods arrive in Russia, so they have to pay the customs inspection fee and the customs warehouse storage fee, which may exceed the profit of the transaction and take a long time. What is more serious is that products without gost certificate are not allowed to be sold on the market.
For enterprises, on the one hand, they can directly sell on the market after obtaining the Russian compulsory certification certificate (gost). After obtaining the Russian gost certificate and health certificate (the products that have direct contact with human body need the health certificate), they can set up entrusted sales or direct sales in Russia. Second, it can solve the problem of using certificates for a long time. Once the certification is passed, within the three-year validity period, a copy of the certificate will be obtained for each batch of products exported, which can be used as effective proof to ensure the export and listing.
