From June 1, 2021, the Chinese version of "reach": GB / T 39498-2020 "guidelines for the control of the use of key chemical substances in consumer goods" was officially implemented. China reach is applicable to the use control of key chemical substances in consumer goods.
Control product range
The definition of consumer goods in this standard is: products designed and produced for but not limited to personal use, including components, parts, accessories, packaging and instructions for use. Mainly including: toys, children's products, electronic and electrical products, jewelry products, household cleaning agents, paint, paint, adhesives, textiles, leather products, plastic materials, thermometer, cement, etc. But it does not include food, drugs, cosmetics, tobacco, special equipment, aircraft, ships, military products and other products under special government supervision.
Regulatory requirements
China reach is applicable to the use control of key chemical substances in consumer goods. Refer to the EU REACH regulation, ROHS directive, pops regulation, 2009 / 48 / EC toy directive, EN71-9 Toy Safety - Part 9: organic compounds, en71-12 N-nitrosamines and N-nitroso compounds, iso14184-1 formaldehyde and Oeko tex leather standards, The restriction requirements of key chemical substances in consumer goods in China are put forward. In other words, 117 chemical substances including heavy metals, benzene, toluene, formaldehyde, plasticizer, bisphenol A, phenol, PAHs, amines, dyes, etc. need to be controlled in consumer goods. Differences between China reach and EU REACH
Is the restriction requirement titled "China Version reach" really a copy of the EU version of reach? The answer is clearly no. Because there are very big differences between "restriction requirements" and EU REACH, mainly including the following aspects: There are no requirements on the registration, assessment, authorization and notification of chemical substances in reach of EU, but only the prohibition and restriction requirements of chemical substances. The restriction requirements are for hazardous chemicals related to consumer goods, while EU reach is for all chemicals and their products in the EU market. "Restriction requirements" is the summary and integration of the material restriction requirements in existing standards or regulations, while EU REACH does not overlap with other EU regulations and standards. The order of substances in the "restriction requirements" is generally in the order of heavy metals, alkanes, haloalkanes and alkenes from simple to complex, while substances in reach of EU are naturally generated according to the proposed and adopted order of restriction requirements. "Restriction requirements" is open to new chemicals or consumer goods, and can refer to the existing restrictions on similar products, but the EU REACH does not have such special instructions.
