Introduction to self declaration

CCC certification self declaration is an adjustment and supplement to the compulsory product certification, which is a statement issued by the producer (manufacturer) based on the conformity assessment results to prove that the products meet the requirements of the rules and the applicable standards of compulsory certification. For products that are applicable to the self declaration evaluation method of compulsory product certification, only the self declaration evaluation method can be adopted, and the compulsory product certification certificate will not be issued. Enterprises shall complete self-evaluation according to the implementation rules for self declaration of compulsory product certification, submit product compliance information in the "self declaration compliance information reporting system" and affix the mandatory product certification mark to the products before they can be used in other business activities. After the product conformity information is submitted successfully, the system generates the "self declaration of conformity of compulsory certification products", which is regarded as obtaining the compulsory product certification certificate, and the follow-up supervision and management requirements are the same.

Background of CCC certification self declaration

In order to deepen the reform and innovation of quality certification system, strengthen the main responsibility of enterprises, reduce the institutional transaction costs, and optimize the compulsory product certification procedures, through benchmarking the international advanced conformity assessment system, the mandatory product certification system adds the self declaration evaluation method on the basis of the third-party certification. For the products that are applicable to the self declaration evaluation method in the catalogue of compulsory product certification, the producer (manufacturer) shall complete the self-evaluation and submit the product conformity information according to the requirements of the rules, and affix the mandatory product certification mark to the products.

The producer (manufacturer) and authorized representative (if applicable) shall complete the self-evaluation and submission of product conformity information according to the requirements of the rules, and shall affix the mandatory product certification mark to the products after signing the self declaration.

The validity period of self declaration is 10 years, and the system will automatically log off after expiration.

Self declaration process

1. In order to ensure that the self declared products continuously meet the applicable standards of compulsory product certification, the manufacturer (manufacturer) implements internal quality control and establishes factory quality assurance system according to the requirements of the rules and corresponding implementation rules of product certification according to product characteristics and production and processing characteristics.
2. The manufacturer (manufacturer) selects the appropriate type of conformity assessment method to evaluate the conformity of the product, so as to prove that the product continues to meet the requirements of the applicable standards for compulsory product certification.
3. The manufacturer (manufacturer) shall establish and keep the technical documents in accordance with the requirements of Annex 1 of the rules; The product conformity information shall be kept for at least 10 years from the date of submission.
4. The manufacturer (manufacturer) and authorized representative (if applicable) shall sign the "self declaration of conformity of compulsory certification products" (see Annex 2 for the format) for the products passing the evaluation and complete the submission of product conformity information.
5. The producer (manufacturer) shall apply CCC Mark to the self declared products.
6. When the product design, technical characteristics, relevant mandatory product certification requirements or information related to self declaration are changed, the manufacturer (manufacturer) and authorized representative (if applicable) shall supplement and evaluate the product conformity according to the change contents, and update the self declaration and product conformity information.
