Certification process

Initial certification

1. The enterprise shall submit the completed application form for certification of environmental labeling products, the environmental label guarantee system documents and the relevant materials in the certification requirements to Zhonghuan United (Beijing) Certification Center Co., Ltd. (hereinafter referred to as the Certification Center). After the certification center receives the certification application materials, the office of the product department conducts the preliminary examination, and signs a contract with the enterprise applying for certification. The certification fee and annual supervision and inspection fee are specified in the contract, and the acceptance notice of environmental label product certification is issued to the enterprise.

2. The examination room of the Certification Center shall review the documents of the application materials, and issue the document review opinions to the enterprise, and the enterprise shall make rectification according to the document review opinions proposed by the certification center; The inspection room of Certification Center shall determine the sampling plan according to the situation of enterprises and products applying for certification.
3. After the certification center receives the certification fee from the enterprise, the inspection room of the product department will send a notice to the enterprise to form an on-site inspection team, and at the same time, the provincial and Municipal Environmental Protection Bureau shall send personnel to participate in the inspection; The composition of the inspection team and the inspection plan shall be formally reported to the enterprise for confirmation one week before the on-site inspection.
4. The on-site inspection shall be carried out according to the requirements of the environmental labeling product guarantee system and the corresponding technical requirements for environmental labeling product certification. For the products that need to be inspected, the inspection team shall be responsible for sampling and sealing the samples of the products applied for certification, and send them to the designated inspection agency for inspection.
5. The inspection team shall prepare the comprehensive evaluation report of environmental labeling products according to the application materials of the enterprise, on-site inspection and product environmental behavior inspection report, and submit it to the Technical Committee for review.
6. After receiving the review opinions of the technical committee, the Certification Center shall summarize the review opinions and submit them to the general manager of the Certification Center for approval.
7. The Certification Center shall issue the environmental label certification certificate to the qualified enterprises, and organize the announcement and publicity.
8. If the certificated enterprise needs identification, it can order from the certification center; If there are special printing requirements, the application shall be submitted to the certification center and put on record.

9. Annual supervision and audit once a year.

Additional certification
1. Enterprises that need additional certification shall fill in the application form for additional certification of environmental labeling products and submit it to the certification center together with relevant materials;
2. If the controlled key parts and materials are consistent with the original product model, and the changed part has no impact on the technical requirements of the environmental labeling products, the application for exemption from inspection can be submitted at the same time when the application for certification of a new type number is extended (derived) on the basis of a certified product model;

3. The working procedure of certification center after receiving certification materials is consistent with that of initial certification.

Overseas enterprise certification
1. Overseas enterprises or distributors shall apply for certification of environmental labeling products for their products manufactured abroad and sold in China, fill in the application form for certification of environmental labeling products (overseas enterprises), provide materials according to the list of certification materials of overseas enterprises, and submit them to the certification center;
2. After the certification center receives the certification application materials, the product department office conducts the preliminary examination, and signs a contract with the enterprise applying for certification. The certification fee and annual supervision and inspection fee are specified in the contract, and the acceptance notice of environmental label product certification is issued to the enterprise;
3. The examination room of the Certification Center shall review the application materials and issue the document review opinions to the enterprise, and the enterprise shall make rectification according to the document review opinions proposed by the certification center;
4. After receiving the certification fee from the enterprise, the certification center will send a notice to the enterprise to form an on-site inspection team, and formally report the composition of the inspection group and the inspection plan to the enterprise for confirmation one week before the on-site inspection. The Certification Center shall determine the inspection plan and sampling plan according to the situation of the enterprises and products applying for certification, and the products shall be sent to the designated inspection agency for inspection;
5. The inspection team shall prepare the comprehensive evaluation report according to the application materials and product inspection report of the enterprise and submit it to the Technical Committee for review;
6. After receiving the review opinions of the technical committee, the Certification Center shall summarize the review opinions and submit them to the general manager of the Certification Center for approval;
7. The Certification Center shall issue the environmental label certification certificate to the qualified enterprises, and organize the announcement and publicity;
8. If the certificated enterprise needs identification, it can order from the certification center; If there are special printing requirements, the application shall be submitted to the certification center and put on record;

9. Annual supervision and audit once a year. The difference with the annual inspection of domestic certification enterprises is that the market sampling inspection is added once a year within the validity period of the certificate.

Annual supervision and inspection
1. The Certification Center shall formulate annual inspection plan according to the issuing time of enterprise certificate, and issue annual inspection notice to the enterprise in advance. The enterprise shall pay the annual supervision and inspection fee according to the contract requirements, and the Certification Center shall form an inspection team to conduct on-site inspection;
2. During the on-site inspection, the inspection team is responsible for sampling and sealing the products that need to be inspected and send them to the designated inspection organization for inspection;
3. The inspection team shall write a comprehensive evaluation report according to the enterprise materials, inspection reports and product inspection reports, and submit them to the general manager of the Certification Center for approval;

4. Annual supervision and inspection once a year.

Re evaluation and certification
1. For the certification enterprises which have expired for three years, they shall fill in the application form for environmental labeling product certification again and submit it to the certification center together with relevant materials;
2. Other certification procedures are the same as the initial certification.
