What is the CE declaration of conformity?
CE certification is the pass for products to enter the EU market. Electronic and electrical products must obtain CE certificate and mark CE certification mark on the products. There are three CE certification modes.
(1) The declaration of conformity / declaration of compliance issued by the enterprise is a self declaration and should not be issued by a third party (intermediary or testing and certification agency). Therefore, it can be replaced by the declaration of conformity in EU format.
(2) Certificate of compliance / certificate of compliance is a declaration of conformity issued by a third-party organization (intermediary or test certification body). It must be accompanied by technical data such as test report TCF. At the same time, the enterprise should also sign the declaration of conformity.
(3) EC examination of conformity "certificate of conformity with EU standards", which is issued by the notified body (NB). According to EU regulations, only NB is qualified to issue CE declaration of EC type.
EU / declaration of conformity - a declaration of conformity is a written declaration made by the manufacturer to prove that the product bears the CE mark and that the requirements of the European Union have been fulfilled. The declaration shall apply to all community acts applicable to the product and contain all information necessary to determine the community harmonization legislation to which the declaration relates. This declaration must cover one or more manufactured products, clearly identified by product name, product code or other explicit means. If the manufacturer is located outside the EU, it must be retained by the manufacturer or his authorized representative in Europe.
Statement of basic requirements

What products need CE declaration of conformity
All products required to be pasted with CE safety certification mark need to comply with the standard declaration. In the EU market, CE safety certification mark is a compulsory certification mark. Whether the products produced by EU enterprises or products produced by other countries want to circulate freely in the EU market, it is necessary to attach the "CE" mark. For e-commerce sellers, it is mandatory to attach the "CE" mark on electronic products, toys, sunglasses and mechanical fitness equipment.
Application process
1. Identify product applicable directives and integrated standards; 2. Identify the special requirements for products in each instruction; 3. Determine whether it is necessary for the product to be submitted to the EU designated organization for conformity assessment; 4. Test the product and confirm that the product is qualified; 5. Edit technical documents and pay attention to the different requirements of each instruction for technical documents.
When is a declaration of compliance required
Legally, the doc needs to be made when the product is first sold. In practice, Doc is mainly used when customs enter EC land. In addition, the authorities (market surveillance) will Manufacturers and importers issue comments to produce doc in the event of an accident or interference problem. If you produce OEM products, Doc may promote your customers' acceptance of your products.
matters needing attention
CE certification can make use of self declaration for most products. At this time, the manufacturer or its authorized representative agency of EU shall sign the "self declaration of conformity". The content of the declaration of conformity varies according to different directives. It should be noted that the declaration of conformity must be prepared according to the instructions. If there are two applicable directives for a product, two copies of the declaration of conformity shall be prepared and signed respectively.
Many enterprises think that the CE mark can be used if they get the CE certificate of a testing agency or certification body, which is a misunderstanding. Since it is a self declaration, the enterprise itself is responsible for the use of the CE mark, and the CE certificate issued by a third party organization is only indirect proof. However, if the CE certificate is issued by an EU designated agency, there is no need to issue a self declaration.
It is not enough to sign the conformity statement. The manufacturer must also submit TCF (technical construction file) of technical organization, including test report, product technical description, circuit diagram and other technical documents or files to prove that the product is technically in accordance with the requirements of the directive. It is also important to prepare a qualified technical file. The fee charged by the EU designated agency for TCF preparation is the same as the fee for issuing certificate (excluding test fee).
When the manufacturer signs the conformity declaration and attaches the TCF that meets the requirements, the manufacturer can use the CE mark on the product. At present, there are many CE certificates that are not recognized by European customers or management agencies, mainly due to the lack of understanding of the CE marking system.
