Reach introduction
Reach, the full name of "registration, evaluation, authorization and restriction of chemicals", namely EU regulation (EC) no 1907 / 2006, is the EU regulation on the registration, evaluation, authorization and restriction of chemicals, which came into effect on June 1, 2007. The aim is to ensure that the protection of human health and the environment is at a high level, promote the free flow of chemicals on the EU market, and improve competitiveness and innovation capacity.
SVHC list update
September 3, 2019: the European Chemicals Agency (ECHA) launched a public consultation on four substances proposed to be added to the list of substances of high concern (SVHC) under the following names:
July 16, 2019: ECHA updated the SVHC list with 201 items.
Applicable product range
The scope of reach regulation is broad. It covers almost all non food, feed and pharmaceutical commercial products. Consumer products such as clothing and footwear, jewelry, electrical and electronic products, toys, furniture, and health and beauty products are within reach's scope.
Content of regulations
register Manufacturers and importers must apply for registration of any chemical that reaches the threshold of one ton per year, whether the chemical itself exists as a chemical substance, as part of a mixture, or as a substance or mixture released from the article. Since only individuals in the EU or companies incorporated in the EU can submit reach registration, non EU companies who wish to register a chemical substance need to appoint a sole representative (or) to act on their behalf. The European Chemicals Agency (ECHA) is responsible for assessing the information submitted for registration.
limit Each restricted substance has different conditions and limits. For example, a hazardous substance itself may be prohibited from being put on the EU market, or a product containing a certain concentration of the substance may be prohibited. This process is divided into two main stages. Each stage requires different stakeholders in the supply chain to undertake certain obligations
A substance has been identified as a substance of high concern (SVHC) and listed on the candidate list. If the content of an SVHC exceeds 0.1% by weight, the information is immediately transmitted to the recipient of the item in the supply chain. Consumers can also obtain this information from retailers, which must be provided within 45 days. When the weight of SVHC in the articles exceeds 0.1% and exceeds 1 ton / year, ECHA must be informed. The list of candidates is updated twice a year.
Substances listed on the candidate list will be given priority in the authorized list (Appendix XIV). SVHC on the authorization list cannot be used or imported into the EU after a specified date (known as sunset date) unless it has been authorized. The authorization only applies to those chemicals used and / or imported into the EU, as well as articles manufactured in the EU. However, it does not apply to goods imported by the EU. The list of authorizations is updated approximately once a year.
All products manufactured in or imported into the EU must meet all applicable reach requirements. It is important to remember that meeting one requirement does not mean that other requirements can be exempted. For example, in addition to meeting the requirements related to the candidate list, a product may also need to meet some restrictive requirements.
