Introduction to certification
The standard organization of Nigeria (son) is the government agency responsible for the formulation and implementation of quality standards for imported goods and domestically manufactured products. In order to ensure that the controlled products meet the national technical standards or other international standards that have been approved to be implemented, and to protect Nigerian consumers from the harm of unsafe products or substandard products, the National Bureau of standards of Nigeria has decided to implement the mandatory pre shipment conformity assessment procedure (hereinafter referred to as SONCAP) for the controlled products exported to the country.
On March 1, 2013, the Nigerian Bureau of standards officially released the new SONCAP operation process. In the future, each independent third-party organization will no longer issue the SONCAP certification directly, but the exporter will apply for the product conformity certification (COC) in the exporting country, and then the importer will apply to the Nigerian Bureau of standards (son) for SC certificate with the valid COC.
Several concepts in SONCAP authentication
In SONCAP certification, some customers may mention these names: PC, SC, COC. There are some differences between these terms, but in most cases the meaning is the same, that is, to obtain the compulsory certification of products sold in Nigeria, for imported products, it means to go through customs clearance in Nigeria. The following are some specific concepts to distinguish:
·Son is the abbreviation of standards organization of Nigeria. This is a Nigerian government agency, also known as the Nigerian Bureau of standards. In January 2013, son officially released the revised new SONCAP procedure for full conformity assessment structure.
·SONCAP is the abbreviation of standards organization of Nigeria conformity assessment program. It can be understood that SONCAP is a procedure and basis issued by son to evaluate whether the products meet the minimum safety standards of Nigeria.
·PC -- the abbreviation of product certificate, namely product certificate. It is mandatory to obtain PC certificate, which is the first step to be completed in SONCAP program. SONCAP conformity assessment procedure requires that a PC certificate must be obtained before applying for a SONCAP certificate. It is also a prerequisite for Nigerian importers to obtain form M. some banks even need to present PC certificates before issuing letters of credit.
·Form M - a form similar to import declaration applied by importers in local banks using PC certificate, which is also the necessary information for subsequent application of SONCAP certificate.
·SC -- the abbreviation of SONCAP certification, namely, SONCAP certificate. It is the certificate that the importers apply for before shipment through PC certificate and form, and then submit the bill of lading after shipment. It is also the certificate finally handed over to the Customs for customs clearance.
·COC -- the abbreviation of certificate of conformity, i.e. certificate of conformity, certificate of conformity for single batch of products, valid for single batch. This step has been canceled in the latest process, but it has been used in the SONCAP program for a while, so it will be mentioned frequently.
Applicable product range

SONCAP is not applicable to the following products: ·Food ·Drugs (traditional Chinese Medicine) ·Medical examination equipment and machines, etc ·Chemicals used as raw materials ·Military sanitary ware and equipment ·Goods classified as prohibited by the federal government of Nigeria ·Second hand cars and other goods
Process and information
According to the latest certification procedure of Nigeria standard (son), SONCAP certification can be obtained in three steps:
The first step is to obtain PC certificate for Nigerian importers to apply for Form No. and exporters to apply for SONCAP certificate for batch shipment. There are three modes of PC certificate, which will be described in detail later. The information to be provided is as follows: ·Application for company business license ·Application form ·Product pictures (mechanical and electrical products with instructions and general assembly drawing) ·Product internal test report ·Third party laboratory product test report (17025 qualified laboratory uses relevant standard test)
The second step is to obtain form M ·The importer obtains it from the local bank through PC certificate;
The third step is to obtain the SONCAP certificate. Apply for SONCAP certification on the eve of each shipment, make an appointment for pre shipment inspection, and issue the certificate to the importer to handle customs clearance together with other documents. Importers use SONCAP certificate to go through customs clearance in Nigeria. All controlled products will be rejected by the customs if they do not have SONCAP certificate when they arrive at Nigeria's customs (port, airport, land border). The exporter / importer will bear all costs (sampling, testing, detention fees) and may face confiscation and destruction of the goods.
