Introduction to certification
RCM certification is a kind of identification introduced by Australia and New Zealand to realize the unified identification of electrical products. The logo is a trademark owned by the regulatory authorities in Australia and New Zealand, which indicates that the product meets the safety regulations and EMC requirements at the same time, which is not mandatory.
RCM certification control electrical products are mainly divided into non regulated and regulated products, because not all products marked with RCM need to be registered. Non regulated products do not need to be registered. At present, only level 3 electrical products need to be registered. There are 56 categories with high risk factors, such as power adapter and vacuum cleaner.
In general, the identification of RCM should be marked on the product label. The new RCM does not need to indicate the agent number as originally required. Since the release of this requirement on March 1, 2013, there is a three-year transitional period, which has been enforced on March 1, 2016. Therefore, the manufacturer should strictly carry out the relevant tests of this standard. Due to the new RCM requirements, different from the previous ones, except that importers will bear the high risk of unqualified products, plus the importers need to pay registration fees and annual registration fees, there will be very few companies that can provide this service.
Basic information of RCM certification

RCM certification content
RCM= Safety + EMC + Importer Declaration
1. Safety Product safety certification includes two parts: electrical products are classified into regulated products and non regulated products.
1) According to as / nzs4417.2, regulated electrical products include electric heating equipment, refrigeration equipment, electric tools, parts, etc. Among them, three certification units, Queensland, New South Wales and Victoria, are the most active in the certification process. Regulatory appliances are required to obtain the certificate of approval issued by the monitoring department, and the identification (certificate number must be marked). The first letter of the certificate number indicates which state or territory the certificate was issued by. For example:
(1) Q04051 (Queensland, Queensland) (2) W2015 (Western Australia) - W number (3) V03101 (Victoria) - ESV certificate V number (4) Nsw18099 (New South Wales)
2) Non regulated electrical appliances can be sold directly without certification, but the manufacturer must ensure that the electrical safety of the products complies with Australian standard as / nzs3820:1998 (essential safety requirements for low voltage electrical equipment); The monitoring department will issue a certificate of compliance for the products that meet the requirements of the standard. The certificate number can be printed on the electrical products that have obtained the compliance certificate. The letter at the end of the certificate shows which state or region the certificate was issued by, for example:
2. EMC (electromagnetic compatibility) Australia's EMC compliance plan is formulated in accordance with the radio communications Act 1992. It covers a wide range of products, including electric motor driven and heating electrical products, electric tools and similar products, electric lamps and similar equipment, television receivers and audio equipment, information technology products, industrial science and medical instruments and equipment Ignition engine and arc welding equipment, etc. According to the risk degree of electromagnetic interference, the products are divided into three categories. The second and third category products must be marked with c-tick. However, no matter what category the product belongs to, it must comply with relevant EMC standards.
Class I products: products with slight impact on devices using wireless spectrum, such as manual switch, simple relay, brushless squirrel cage induction motor, AC power / power transformer, resistance, etc. This kind of products can voluntarily apply for the use of the c-tick logo when they are produced and sold. Category II products: products with great influence on devices using wireless spectrum, such as microprocessor or digital device with clock, rectifier or slip ring motor, arc welding equipment, switching power supply, photometric regulator and motor speed controller, and telecommunication terminal equipment of information technology (CISPR 22) (changed from category III to category II since November 7, 2003) 。 Three categories of products: products that have a serious impact on devices using the wireless spectrum, such as industrial, scientific and medical instruments and equipment group 2 (cispr11).
Application process
1. The third party's laboratory evaluates the products and determines the test standards to be carried out; 2. In case of non conformity, the laboratory will rectify the product to meet the Australian standard; 3. Pass the test and issue the test report; 4. Submit test report to Australian certification authority for document review; 5. Australia approved, issued RCM certificate; 6. Customers can complete the registration of Australia website by themselves or by the laboratory;
Relationship among SAA certification, c-tick, a-tick and RCM
SAA certification is to control safety regulations, c-tick certification controls EMC and radio products, and a-tick certification controls telecom products. The RCM mark is the certification mark launched in 2013. After the product has obtained the safety certification and EMC registration, it can obtain the RCM mark through the safety certification regulatory authority. From March 1, 2016, the electronic and electrical products sold should start to use the RCM logo; The a-tick and c-tick logos will be replaced. RCM can be understood as a registration system, including SAA and c-tick.
Related application matters
(1) If the product has CB and national differences, you can directly go to safety certificate. In addition, the EMC part can let the agent help to make the announcement. The product can be sold to Australia and marked with RCM mark. (2) Safety certificate: when applying for the safety part, if the product is a direct plug in, the Au plug test (test standard: as / NZS 3112:2004) should be conducted for the product. If the product is desktop, this test is not required. (3) Emcreport -- it can be c-tick report (testStandard: as / NZS CISPR 22:2002) or ceemc report.
other
1. The RCM logo should be added to the product at that time. Note that this requirement was announced in Australia on April 19, 2013; 2. When the in-line adapter is certified as RCM, the plug shall be randomly tested; 3. Lamp tube products: such as T8 LED lamp, fluorescent lamp because the user can directly replace, high safety risk, need to send samples to Australia for evaluation; 4. The time will be different for different license issuing agencies.
