Introduction to certification
Esma (United Arab Emirates Bureau of standards and Metrology) is the product quality supervision authority of the United Arab Emirates (UAE). Esma has developed a set of UAE product certification scheme (UAE product certification scheme) to ensure that products meet international standards and have independent assurance of quality and safety. According to the notice issued by Esma of the United Arab Emirates, products (including electronic and electrical products) within the scope of ECAS registration and certification shall be marked with ECAs mark and Nb number.
Certification significance
The ECAS certification program ensures that products entering the UAE meet the approved standards, not only in terms of product quality but also in terms of safety. All products involving public life, health and safety, as well as products that affect the environment and the economy of the UAE, are included in the scheme. In addition, ECAs will include locally produced products in the program to ensure the quality of these products and make them competitive in the global market.
Applicable product range
The scope of ECAS program includes electrical, electronic and gas appliances, machinery, automobile, construction and construction, cosmetics and food, etc. for example, the field of electrical / electronic products includes energy efficiency standard label (eesl), hazardous substances restriction (RoHS), electrical equipment in potentially explosive environment (ecasex), lighting products and low voltage equipment (lve).
ECAs certification not only includes safety, but also covers the safety test, performance test, function inspection, hazardous substance detection and other aspects of electronic and electrical equipment (but does not include wireless test, wireless is controlled by tra certification). Generally speaking, there are only safety test requirements for ordinary electrical products, but air conditioners, refrigerators, washing machines and lamps are also subject to eesl energy efficiency control, which requires energy efficiency test. Lamps and lanterns are relatively special, with four test requirements. Therefore, if the controlled lamps are exported to the United Arab Emirates, the reports of the four test standards must be submitted at the same time, the COC certificate covering the four standards must be applied, the eesl registration should be completed, and the energy efficiency label should be attached before the customs clearance and entry into the UAE market.
From May 1, 2019, all ite information products and AV audio and video products entering the UAE must apply for compulsory ECAs certification.
Application information
1. Valid UAE industrial / trade business license (local company name, address, contact information) 2. CB test report (if applicable, the product shall also meet tropical climate conditions) 3. PID – product identity declaration (only required for multiple application models) 4. Include product label and appearance photo of country of origin 5. Manual in Arabic and English 6. For household electrical appliances (such as air conditioner, refrigerator, washing machine, dishwasher, etc.), energy efficiency performance report shall be provided to apply for eesl
7. Electronic products, plug part must comply with Esma requirements, such as BS 1363 or BS 546.
·Esma and port customs authorities will take appropriate action against goods without ECAs registration certificate. · Only goods with valid ECAs registration certificate and valid ECAs conformity mark can enter the UAE. · Esma reserves the right to conduct spot checks on the market. Esma will conduct sampling tests in retail stores or manufacturers' warehouses on a regular basis. The test results will be used as the basis for the renewal or cancellation of the product registration certificate. · Esma also reserves the right to carry out factory inspections at any time to ensure that the products fully meet the requirements. · ECAs registration certificate is valid for one year. The registration certificate needs to be renewed one month before its expiration.
