As more and more countries have joined the WTO, many countries in order to protect their industries and markets have formulated relevant laws and regulations to restrict the technical indicators of imported goods, forming technical barriers, so that products have safety, environmental protection and compatibility, but also limit the import of products - Japan is such a country with complex security system.
In 1995, Japan promulgated a new product ban law. Instead of following the principle of liability for the wrong party, Japan adopted the common practice in Europe and North America (the principle of fault party liability), stipulating that the parties responsible for product safety are product manufacturers, importers, distributors, etc.
Before April 1, 2001, Japan's electrical and Material Control Act (dentori) divided the control products into two categories A and B. among them, class a includes 165 kinds of products, mainly including power lines, fuses, switches, transformers, ballasts, etc; Category B includes 333 kinds of products, mainly including lighting, household appliances, office equipment, etc. Class a products must obtain the government compulsory certification, i.e. the t mark, which can only be issued by MITI. The conformity of class B products must be self declared or applied for third-party certification, such as the s mark of TUV.
After April 1, 2001, the dentori law was replaced by the electrical and Material Safety Act (Denan). At the same time, Japan also cancelled the t mark. The government no longer issued the certificate directly, but authorized the third-party certification body to carry out the product conformity assessment test.
PSE Japanese product safety mark
The new regulation divides products into "specific electrical appliances and materials" and "non specified electrical appliances and materials". Among them, 112 kinds of products are included in "specific electrical appliances and materials"; "Non specific electrical appliances and materials" includes 340 kinds of products. Products of "special electrical appliances and materials" entering the Japanese market must be certified by the third party and marked with PSE (diamond); "Non specific electrical appliances and materials" products must be self declared or applied for third-party certification, marked with PSE (round) logo.
The number of products classified by the new method has been reduced. More products are classified as "unclassified products" and are no longer restricted by Denan. Some products originally classified as "a" are now classified as "specific electrical appliances and materials".
Japan's electrical products market is very large, and Japanese consumers attach great importance to the safety of electrical products. Since April 1, 2001, Japan's "electrical product control law (dentori)" officially changed its name to "electrical product safety law (denae)", unified use of PSE logo, and strengthened the punishment measures for importers.
PSE (product safety of Electrical Appliance & Materials) certification (referred to as "fitness inspection" in Japan) is the compulsory market access system of Japanese electrical appliances, and it is an important content stipulated in Japan's electrical appliances Safety Law. At present, the Japanese government divides electrical appliances into "specific electrical appliances" and "nonspecific electrical appliances" according to Japan's "electrical safety law". Among them, "specific electrical appliances" includes 115 kinds of products; "Non specific electrical appliances" includes 338 products. PSE includes the requirements of EMC and security. All products listed in the catalogue of "specific electrical appliances" must pass the certification of the third party certification authority authorized by the Ministry of economy, industry and industry of Japan to obtain the certification certificate, and have a diamond shaped PSE mark on the label, as shown in the figure below:
CQC, as the only certification authority applying for Japanese PSE certification in China, formally submitted the application materials to the Ministry of economy, industry and industry of Japan in February 2007. In March of the same year, Japanese Ministry of economy and industry sent PSE field review team, a Japanese nite organization evaluation expert, to conduct a three-day on-site audit of CQC. The review experts praised the standardized operation and rigorous working attitude of CQC, highly appraised the technical level and professional quality of engineers, and considered CQC to be a world-class certification organization, The on-site review did not find any non conformance or observation items, and finally passed the CQC review with the conclusion of "zero defect".
On April 23, 2007, the Announcement No. 129 of the Ministry of economy and industry of Japan was issued. The Minister of the Ministry of economy, industry and industry of Japan signed an order to formally authorize China Quality Certification Center (CQC) to undertake the compulsory product certification of PSE in Japan. So far, CQC has become the fourth foreign certification agency authorized by the Japanese government after UL, TUV and other international well-known certification institutions.
At present, CQC has obtained three categories of Japanese PSE product certification
Wires and cables (including 20 kinds of products), wiring appliances (electrical accessories, lighting appliances, etc.) (including 38 kinds of products), electrical power application mechanical appliances (household appliances) (including 12 kinds of products), etc.
