The development process of China's CCC certification was decided by the State Council in April 2001 to merge the State Administration of Quality and Technical Supervision with the State Entry-Exit Inspection and Quarantine Bureau and form the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (referred to as the General Administration of Quality Supervision, Inspection and Quarantine).

The product certification system is mandatory and will be implemented on May 1, 2002. In order to ensure a smooth transition between the new and old systems, the original product safety certification system and import safety and quality licensing system will be abolished on May 1, 2003.
In accordance with China's WTO commitments and the principle of embodying national treatment, the state uses a uniform mark for compulsory product certification. The name of the new national compulsory certification mark is "China compulsory certification ",English name is“Compulsory Certification”,The English abbreviation is "CCC"。After the implementation of China's compulsory certification mark, it will gradually replace the original Great Wall mark and CCIB mark.
According to the relevant documents of the National Compulsory Product Certification (hereinafter referred to as "3C certification"), since May 1, 2003, 19 categories of 132 products listed in the first batch of 3C certification catalogues have not obtained 3C The logo cannot be sold, imported, or used in business activities. However, in response to special circumstances in production, import and business activities, the China National Certification and Accreditation Administration Commission issued the No. 8 Announcement of 2002, stipulating that some products can apply for exemption from 3C certification.
This part of the product range includes:
1. Products that need to be imported and produced for scientific research and testing;
2. Parts imported with imported or supplied materials for the purpose of exporting the entire machine;
3. According to the foreign trade contract, the products are exclusively for export (not including the products that are partially sold back for domestic or domestic sales);
4. Imported parts and components required for the introduction of production lines for the assessment technology;
5. Products imported and produced directly for end-user repair purposes; repair parts provided for products that have been discontinued;
6. Products with other special circumstances.
For products that are exempt from 3C certification, the manufacturer or agent should apply to the China National Certification Supervision and Administration Commission, and submit the certification materials that meet the exemption conditions, the liability guarantee, and the product conformity statement (including the formal test report) ), etc., upon approval to obtain the "Certificate of Exemption from Compulsory Product Certification" has been processed and taken into effect since May 1, 2003. In addition, the National Certification and Accreditation Administration Commission also stipulates that the scope of products exempted from 3C certification is the products of Article 2 and Article 3. Domestic assembly plants or domestic production plants can apply to the inspection and quarantine bureau directly under the country where they are located according to their own convenience. Or the National Certification and Accreditation Administration Commission to apply for the exemption certificate.
